For spells, we've been moving away from having a ton of precisely targeted effects, because optimizing the wiggle of your targeting cursor is something that isn't that fun to do several thousand times per game. It's fine to do sometimes, so having 23:21:20 some spells, wands, etc require the good wiggles is fine, but it's probably not something we want to have as a playstyle. We've played with some other targeting modes for spells - scorch and tremorstone hitting random things, flame wave hitting an area around you, etc - but i don't think any of those would 'feel' right for ranged weapons.
